About the Championship:
The Provisions of the competitions

1. The rights for the competitions.

The rights for the competitions belong to the International Federation of Fishing in fresh waters, the Federal Agency on physical culture and sports of Russia (therein after referred to as Rossport), Rosohotrybolovsouz Association and the Federation of the Fishing sports of Russia.

The direct management of the competitions is provided by the jury of appeal, approved by the Central committee of Rosohotrybolovsouz Association as well as the international jury, based according to the international federation's rules.

2. Sponsors of the competitions.

The list of sponsors consists of Rossport, the central board of Rosohotrybolovsouz Association, the Federation of the fishing sports of Russia, the Government of the Saratov region, Ministry of Sports of the Saratov region, Chardym – Dubrava of Saratov and Fishermanship Academy of Saratov.

3. Safety of the members and the guests.

The World championship is held at the sports facilities with the special equipment both matching the appropriate standards and normative legal acts on the territory of the Russian Federation aiming to provide social security and safety of the members and the guests.

The executive persons:

The Federation of the fishing sports of Russia, the Government of the Saratov region, Ministry of Sports of the Saratov region, Chardym — Dubrava of Saratov and Fishermanship Academy of Saratov.

4. Insurance.

Insurance of the members is provided according to the Russian regulations in law.

5. Place.

The competitions are held on the river Volga at the top area of the Volgograd water basin, at the area of the village of Chardym at Chardym — Dubrava complexes and Fishermanship Academy fishing — sports complex.

The water area of the championship is the numerous channels and gulfs.

The channel — is one of the parts of the water area which is the submerged river-bed of the arm of the river Volga. The channel is 250—500 m wide, 2—15 m deep. The water stream is slow, the river bottom is sandy&pelitic with the aquatic vegetation in its shallow waters along the banks. The banks are forested with cattail and bulrush, in some places you can see the bushes and the trees just next to the water. The submerged river-bed flows from one bank to the other, forming the shallow waters and underwater sand bars where the water flow is heavy. You can find the following predatory fish here — pike (esox lucius), perch (Perca fluviatilis), pikeperch (Lucioperca sandra), Volga zander (Lucioperca volgensis), eelpout (Lota lota), ide (Idus melanotus), chub (Aqualius cephalus L), asp (Aspius aspius), sheat-fish (Silurus glanis).

The gulf — is one of the parts of the water area circled by the islands of bushes and trees with cattail and bulrush all round the islands. The gulf has a dissected coast line and in several places it is connected with the channel, thus in some part of the gulf the water flow is slow. The bottom of the gulf is silty, the depth is 1.0—7 m. One third part of the gulf is forested with the aquatic vegetation up to the water level. You can find the following predatory fish here — pike (esox lucius), perch (Perca fluviatilis), ide (Idus melanotus), chub (Aqualius cephalus L), asp (Aspius aspius).

The fish to be calculated and tested: pike (no longer than 35 cm), perch (no limit), pikepitch (no longer than 25 cm), Volga zander (no longer than 20 cm), eelpout (no longer than 25 cm), ide (no longer than 25 cm), chub (no longer than 25 cm), asp (no longer than 25 cm), sheat-fish (no longer than 50 cm).

6. Team

The team consists of 7 members – 6 sportsmen (4 main, 2 substitute), 1 team coach – representative.

7. The basic regulations of the competitions.

(The full version of the regulations, approved by FIPS, will be given later)

The competitions will be held in two days, one tour a day, 6 hours each tour. There are two official training days before the competitions. The chief judge has the right to suspend or cancel the competition if the weather is bad. In case the weather terms let the competition go on within the time-frame the competition can proceed or be cut in its time frame terms. In case the weather is still bad, or the time-frame does not let the competitions to proceed, the competitions are concerned to be accomplished in case its duration was no shorter than the half of the time according to the basic time frame.

While registering the team leader provides the member list of the sportsmen including their signatures within the list of their acquaintance with the safety rules.

The fish prohibited to be hooked in case it is accidentally hooked should be immediately set free.

The fish is considered to be hooked even if it was accidentally hooked not by its mouth. The devices for the automatic under-cutting and intentional sparing are prohibited.

Beyond the official training and the tours of the competition the presence of the competition members — including sportsmen, coaches and coachers-representatives — is prohibited.

All the fish hooked while training should be immediately set free.

The members of the championship are free to use any spinning devices they like (spinning rods, pirns, sea-lines, artificial baits) as well as to obtain as many spare tackles and other accessories as they need. The baits may have up to three one-fold, two-fold and three-fold hooks in any combination. The length of the rod is not fixed. The sportsmen are prohibited to do the following operations:

à) to use the tackles with live and dead fish;

b) To put the hooks to the extra plummet;

ñ) to use more than one bait with hooks;

d) To impinge the water area fixed for the competitions;

å) to use the plumb trolling;

f) To use the boat towing except the cases when there is a real threat for the life, health and safety of people;

g) To use trolling;

h) To bait the fish;

i) To leave the bait in the water in case the spinning is in the boat;

j) To use the boat hooks while taking the hooked fish out of the water;

ê) to get to the shore without a special permission of the judge;

The competitors use the boats which are fully equipped with all the necessary safety devices. The private boats which belong to the sportsmen should be checked by the judge team. Each sportsman and the judge are given a personal boat with outboard engine.

The water area set for the fishing competitions is divided neither into zones nor sectors, but it has nicely visible marks.

The boats and motors given by the sponsors of the competitions are divided between the sportsmen by ballot.

Within the set part of the water area the sportsmen are aloud to change the fishing places as many times as they need but they should be situated one from the other not closer than in the distance of 50 m.

At the area of the competitions within the passages which connect different fishing places, if the width is shorter than 50 m, the sportsman fishing within the passage should stop fishing and let the other member's boat go by in case he sees the other boat floating in the direction of the next fishing area. During the competitions the members are allowed to use echolocation, communication and navigation devices including satellites to restore and memorize the area plan.

The place of the start is determined by the chief judge. The starting place is marked by floats or other visible marks.

Within the competition tour there will be 4 horns: the 1-st — to meet the members, the 2-nd — to get ready, the 3-d — to start and the 4th — to stop fishing.

During the set time frame (no less than in 30 minutes prior to the starting moment) the chief judge gives the 1-st horn to get the members in line, to check the presence of the team tour members by the start protocol, check the watch time, lets the sportsmen take their paces in the boats and float to the pre-start area up to the start line. By the 2-nd horn (Ready!) in 5 minutes prior to the competitions the sportsmen get to the start line and stop there.

By the 30d horn (Start!) the sportsmen enter the competition zone. As soon as the sportsman crosses the start line he is allowed to start fishing. By the 4-th horn (Finish!) the sportsmen should stay within the finish zone. Ìåñòî ôèíèøà îïðåäåëÿåòñÿ ãëàâíûì ñóäüåé ñîðåâíîâàíèÿ è ìîæåò áûòü óäàëåíî îò ìåñòà ñòàðòà.

There is a controlling judge in each of the boats to control the competition rules and to scale the hooked fish. After the scaling is done all the fish is to be set free back to the water and the sportsman leaves his signature in the «fish weight table». After the finish horn the sportsmen leaves his signature in the «total hooked fish weight table».

In case there is the damage of the floating and other devices within the competition the sportsman has the right to change the above mentioned devices by the judge's agreement. The judge is to take all the necessary measures (to acknowledge the superintendent of the competitions, to help the sportsman in eliminating of the damage or to take the sportsman to the finish zone before the finish horn).

8. Results.

The tour winner is considered to be the sportsman having the largest total hooked fish weight.

If the total hooked fish weight is equal, the sportsmen with equal results will have the points calculated as the average out of the sum of the winning places they should have (Example 1: 2 fisherman for the 5-th place will have (5+6): 2 = 5,5 points each. Example 2: 3 fishermen for the 8-th place will have (8+9+10):3=9 points each. The sportsman with no hooked fish will have the points calculated as the average for the places of the range of the fishermen with no hooked fish. (Example: 29 sportsmen, 5 of them having the places from the 1-st to the 5-th, the rest 24 get no hooked fish. They have (6+29) : 2 = 17,5 points each).

In case the sportsman is taken out of the competition, no-show to the start or finish, he will get the place according to the sportsmen quantity plus 3.

In case the sportsman is taken out of the competition after the scaling of his results, the sportsmen following him in their results keep the winning places with no changes.

The winner of the individual result is considered o be the sportsman having the least sum of the places of both tours.

In case of the equal results the winning places will be distributed in the following way:

  • If 2 or more sportsmen have the equal sum of the winning places the priority goes to the sportsman with larger total fish weight in both tours;
  • If the total fish weight is equal the priority goes to the sportsman having the largest fish weight in the second tour;

If the sportsmen have equal points even by the 2 above mentioned conditions the sportsmen will get the doubled winning places (2 the 1-st places or one the 1-st and two the 2-nd winning places).

The sportsmen having no fish hooked on both tours will get the equal last winning place calculated out of the total quantity of the members of the competitions.

The sportsmen which, because of the substitution, have taken part only in one of the tours are excluded from the competitions for the personal result. They are considered at the end of the list of sportsmen according to the points they got. The team result competition winner is considered to be the team which has the least sum of the winning places taken by the sportsmen in both tours.

If the above mentioned sum is equal the highest prize goes to the team having the largest hooked fish weight in both tours.

If the fish weight is equal in both tours the priority goes to the team having the largest fish hooked weight in the second tour.
